The latest employment numbers look quiet at first. In July, national payroll employment changed by 23,000 and the unemployment rate was 4.1%. The state report released Friday shows payroll employment was essentially unchanged in 48 states and the District of Columbia. Michigan’s unemployment rate was 4.9%.

That does not mean nothing is happening. It means the headline is not going to make the staffing decision for you.

The national report also revised May and June payroll growth down by a combined 103,000 jobs. That is useful context, but it still cannot tell you whether your business needs another employee, whether an existing role is designed correctly, or whether the real problem is demand, process, management or capacity.

Before changing headcount, I would review four things.

First, demand. Is the work consistently there, or are you reacting to one unusually busy month? Look at the work entering the business, what is converting and what people are actually paying for.

Second, capacity. Where is work slowing down? A full calendar is not always a staffing problem. Sometimes the problem is that approvals, information or decisions keep stopping in the same place.

Third, economics. What does the role have to produce, protect or make possible? The cost is not only salary. It includes training, management time, tools, benefits and the time it takes before the person can perform the work independently.

Fourth, authority. If you hire someone but every decision still has to travel back to you, you added a person without adding much capacity. The person needs a clear outcome, the information required to do the work and a defined boundary for what they can decide.

This is why I would not use a national employment number as an instruction to hire, freeze or cut. I would use it as a reason to review the business more carefully. The external market matters. The internal evidence determines the decision.
